Not... proven. There are AIs in the novels (Wellesly, Beowulf, Deja) that were "dumb" AIs and were modeled on historical or mythological personas. They may have human brain-maps as templates, but that's not expressly stated in Bungie material. It is, however, stated expressly that all "smart" AIs (in Marathon terms, they're effectively short-lived stable-Rampant AIs) are from brain scans. It's worth noting that the brain scans are fatal.
