OK, I took a lot of flack from my wife when she realized what I was doing, but I palyed through this level. It's really very trickey. The first time I had exactly your experience and gave up, took a peek in Forge and confirmed exactly my suspicions - there is a hidden door in that area between the two stairways, down at the bottom. The central portion of the window raises up, letting you pass. I'm not 100% sure since I don't know my way around Pfhorte, but the key seems to be that the switches in the basement area need to be flipped very quickly (including the one back behind the closing platforms) and then the player needs to high-tail it to the door. You'll have no problem from here.
