Though I guess the S'pht revolt would technically be the worst, since it did eventually culminate in the downfall of the Pfhor. Though this was also through the efforts of the humans and S'pht'kr.
And that is interesting about the Enforcers. Leela explicitly states that they are Pfhor, but could she have been wrong? The seeming evolution of the Pfhor caste system from insectoid lower ranks (fighters) to humanoid upper ranks (Tfear) have been discussed. But Tfear and the fighters are still obviously members of the same/related species. The M2/Infinity Enforcers look nothing like regular Pfhor. They probably are some bizarre evolutionary offshoot, but I could believe that they are some other species entirely. It does seem odd to have a slave race in a position roughly analogous to police, but if they are obedient enough (or are biologically disposed to be obedient with the right signals or pheromones or whatever) its certainly conceivable.
