hmmm... the quotes could indicate that the 'bodyguards' could be just guards. They don't work for Strauss, but maybe for some higher-ups? the guards must keep Strauss safe, hence 'bodyguards', but they're also there to keep an eye on him, maybe keep him in his office, for some reason.
