I think writing this off as non-diegetic is a bit asinine. We've had non-diegetic terminals in M1 and M2: the credits terminals where the bungie staff left some comments. These are obvious easter eggs. Then there's the text scrawls at the end of each game for narration. I think if they were going for non-diegetic narration (like the intermission screens between episodes of ID software's games), they would have put that on the chapter screen, not a terminal.
I believe there is some presence on the ship that comes in contact with you when you find the terminal, like a Jjarro AI.

Yeah, first time playing, my natural thought, seeing tycho's name on a terminal, is we got on his ship, sans time travel. Then you read what he says, then go to lh'owon on the next map with the star still alive and things get confusing.
