I still wouldn't get my hopes too high, though. It seems a bit of a reach, story-wise, for us to suddenly be dropped off on K'lia without any explanation. It just doesn't quite gel with the rest of the game.
I did think of another possible explanation for Durandal's weird sentence. He had just recently been describing the seeming annihilation of the Pfhor naval presence around Lh'owon. So, when he says "the Pfhor down on the planet are not defeated yet," he may simply be stating this as a contrast with his earlier discussions. In other words, he could really be saying something like:
"Now, although the Pfhor fleet has been wiped out, there are still plenty of dangerous Pfhor troops on the surface of Lh'owon, and I want you to help the S'pht get rid of them."
