They thought it through... sorta. Somebody said they initially wanted to make it the "quake-killer," which probably would have been a totally different game/story (perhaps along the lines of Rubicon?), but they didn't have the time or budget so Greg came up with the crazy story for Infinity and they got to work on a map pack and here we are.
