I don't know, are you sure? The levels in these sections are full of Pfhor doing thing they are not supposed to-- working on cancelled projects with missing proposals, performing experiments without the permission of their superiors. In a later level, one even writes that he has to stop because someone is coming and they don't want to be found.
"Engineer 1st Class K'all is hereby ordered to report to Unit Command for restriction until endcycle round of scheduled demotions. "
That says to me punishment. "restriction" explains to me why there are units in monster closets by themselves. That was how I read it, anyway.
"Substitution of garrison personnel demoted to Conditioned Rank (ref: psychiatric) into work detail increased efficacy of project. "
This I read as a superior taking credit for the completion of the project by using substitute workers who had been demoted for psychiatric reasons (K'ail demoted for insubordination).
