The type of monsters is chosen when you start the level; so if you start your game below TC, save, and resume on TC, you will still see minor/major monsters. Monsters that have been activated before you save the game will retain the health they had when they woke up, regardless of the difficulty you resume the save game with. Monsters that hadn't been activated at the time you save the game will get the appropriate amount of health for the difficulty you're resuming the saved game with.

Changing difficulty will immediately affect how fast and smart monsters are, regardless of whether they were activated before the game was saved; as well as your oxygen drain and ability to pick up ammo.
