Transparent liquids NOT transparent

I've got the latest build and have the Graphics set for Transparent Liquids, BUT they are not transparent.
Any ideas why not? It's been awhile since I've played in Aleph One. They had worked before and it was cool; I'm on a new computer now and don't have that particular build (whatever it was).
Just curious if anyone knows how I can get them to be transparent again.
