If you guys are actually serious about this, do it right. Think about the kinds of things that are needed before a line of toys can be made. Getting a dozen or so names on a list is not enough. How much are we willing to pay for them? How large are they going to be? What models do we want to see? What models would we actually purchase?
Go ahead and go for it, I am with you all the way.
Honestly, if you want this done, I would suggest trying to leave Bungie out of it as much as possible. Get petition signed saying that the Marathon community will do the work and make the designs and then get permission from Bungie to work on it. Once you have permission, do all the design work (which will be a major pain) and submit everything back to Bungie for approval. Theoretically (if we do a good enough job) all they would have to do is make some minor changes and then talk to a company to get them created.
Then wait and pray. It is long shot, but I hope it works.
An initial survey to see how much interest there is would probably be a good idea. I am interested to see what interest there would be in Marathon stuff. Asking the Halo forums would probably be a decent place to garner some additional interest.
