I noticed on the Thoth page that a few comments had been made regarding Thoth's obsession with balance as resembling the concept of Ying and Yang- which of course leads to the conclusion that Thoth was moddled on the Ancient Chinese Yijing, or Book of Changes (http://afpc.asso.fr/wengu/wg/wengu.php?l=Yijing). Herein, the notion of never-ending cycles of change are the key (ie, a manner of representing time outside of the "normal" linear progression system used by the west).
Thus, I believe that Thoth is simply a S'pht creation meant to represent and shape time.
Hence, its focus on ensuring the contiuned battiling between the Clans (much like the Fuedal Chinese War between the States), and why- of course- the Clans can only unite once the Pfhor have invaded Lh'owon and shut off Thoth. Thus, Thoth is merely a cultural creation of the S'pht rather then a complex embodiyment of Yrro- of course, it's possible that its progmramming was in someway based on Jjaro technology- considering the S'pht were themselves- and thus the retention of 'memories' from Yrro, like the Pthia reference.
