It is no where near uncommon for an artist to use references. Not only that, but for internal use, where you have to churn out image after image, this drawing over a photo doesn't seem so villainous. Of course, as the photographer, having your content sold in a book is another story, but I'm sure the proper legal avenues were explored.
As a photomanipulator myself, 'drawing things on top of another' is no simple task. All you need to do is make sure that the content you start with is deemed Free-use. Going from this to this is no simple task. In fact, I'd say it's harder than snapping a photo, but I'm not a photographer. And that one involves only one chop of one photo... you wouldn't know how many photos I went through for this or this.
If no one used other sources for derivative work, the world would be a boring place.
