It's important to define "there is no" in when talking about this. The term centrifugal force just means "force aimed away from the center," and as such there's centrifugal force all over the place. When I fire a rocket launcher at your feet and send you into the air at 200 miles and hour, I've just applied centrifugal force to you, if you define the Earth's core as the center of your reference frame. The question is, is anything in the "standing on the inside of a rotating ring" situation experiencing such a force, if you're observing from a non-accelerating frame? And actually, something is. The ring is exerting centripetal force on the person who's standing on it, so by the third law the person's exerting centrifugal force on it.

So the correct thing to say is, "from a non-accelerating frame, a person standing on the Halo experiences only centripetal forces. However, the Halo itself experiences centrifugal forces." Then run like heck before the angry mob arrives to pull the four-foot steel rod out your rear.
