This is a job for Aleph One!

Go read up of MML on source.bungie.org -- it'll let you do exactly what you want within the eight-weapon (it is 8 isnt it?) limit.

It's worth noting that Anvil can let you pick up multiple copies of a weapon to get the ammo (I can't remember how you do it though, sorry). So if you were willing to make eight weapons with little or no available ammo, that would be do-able (you'd get amo in the weapons)
