I might be going out on a limb here but yes. Prior to reading that interview with Richard Rouse I always though of Odyssey as just using the Minotaur engine, much the same way as Damage Incorporated uses the M2 engine. But Richard's comment that Odyssey was "...long long ago was a Bungie project" suggests something different. Perhaps the engine Odyssey is based on is a revamped Minotaur engine which included elements of the PID engine (talking feature). Jason may have been working on this at the same time as Marathon. Marathon takes off and Richard Rouse takes over the revamped Minotaur engine. All speculation of course.
If you re-read that old IMG interview with Jason he describes what Mosaic is but for the life of me it sounds like he's describing Marathon. Only at the end of the interview does he mention Marathon and only in passing. Sounds like a mix up.
