The cheat codes you're talking about were present on the M2 source, but were not enabled. They were enabled on Aleph One without prior notice of the developers (don't know how this was possible, I'm not a coder) and they decided to have them disabled by default. The MML docs at http://source.bungie.org tells you how to enable them and what each one does. There's still the issue on how to prevent cheating over network games, but web games are not here -- yet. All I can say is that these cheat codes makes your life a lot easier when testing a scenario.
