Forge's Merge function has a 64k limit on terminal text for any one level. More than this will give you an error like the one you're seeing. You have two solutions: you can decrease the amount of total text for the level (best solution, since it decreases the chances that you'll run into this limit in other places), or you can merge the map with placeholder text, and use something like Hex! to add the real text after the merge. (I'm not 100% sure this is doable... but it might be worth a shot. :) )
If it makes you feel any better, I ran into this bug (okay, undocumented limitation) when building the terms for Return to Marathon - took me FOREVER to figure out what was going on. :)
