As I understand it, this is pretty much correct. In fact, there is a lot of ice in space and most of the comets that circle our sun originate from an ice belt beyond the realm of Pluto. Some scientists believe that all of the water on earth originated from bombardment by comets during the early development of the solar system.

In terms of Europa, there are a couple of factors acting to keep it the way it is - a large ball of water with an ice crust. First of all, the force of gravity creates pressure that acts to keep the water from boiling. Secondly, the gravitational pull of Jupiter creates internal forces that raise the temperature, preventing it from freezing except at the surface, where the 0° K temperature of space comes into play.
