I think it depends on WHERE the fight is. I mean If it was on Halo, would the Security Officer be able to comprehend an enviroment in which it is possible to have one plain direcly and visibly over another. Or could The Master Chief exist in a world were spaces can overlap in 5D space. Now if we are talking a cross engine battle both have several advantages over the other. the Security officer can hold as many weapons as he wants, while MC can only carry two weapons. MC has a regenerative capability while "SO" relies on power ups and rechargers. "SO" Can Manage Two fisted, and multi purpose weapons, while the best MC can do is a chargable Plasma pistol. MC can reload his weapons mid clip, while "SO" has to fire off the last few shots before reloading. MC can jump, and has a Melee attack that kicks serious ass, "SO" Can't really jump and his melee attack kicks slightly more whimsical ass. "SO" Can read, and knows how to treat his ladies, MC doesn't read and is sexist (You have to really pay attension to pick that up). Also The Marathon Security office has no lines in the entire series other than in the M2 manual, yet is some how able to build a complex and intrigueing character. On the other hand the Master Chief has several lines in the game, yet you really don't get any incite into his character other than the fact that he's not the sharpest bullet in the magazine. So in conclusion, useing an ENGINE BASED Hypothesis, In a death match I would have to bet on MC. BUT If One Character was to play the OTHER'S GAME, now that would be interesting.
