How would you like to run around swampy Pfhor Prime in armour? We certainly have the ability to outfit our own soldiers with armour, but they'd be so weighted down that they couldn't move. Instead, they often wear Kevlar vests that can absorb the impact of bullets and shrapnel. If anything, the marine pictured here is a much more realistic representation - and by then we may likely have light-weight materials that offer much more protection than current armour. Perhaps his helmet might even generate an energy shield. I'd just chalk up this image to improvements in protective gear in the intervening years.

But Haller is damaged, and the image might not be so detailed. I think that Tycho has already infiltrated the Chimera's network, and it's my guess that he's the one watching the marine.
