I think you also get this error if the terminal itself is inaccessable. For example if you put a terminal below the ground and the ceiling is too high.
However it could be that forge don't recnognize it as a terminal, and thus hex can't find it, just as you said.

A have a question of my own concerning terminals. Several times when I've merged my maps forge have frozen because, well this is just what I think, it's too many picture sections in a terminal. When you get above 5-7, weird things starts to happen. Have anybody else noticed this, or have you successfully managed to get more than 5-7 pictures in a terminal?
