It's safe to assume that every Pfhor ship that had S'pht would of had a Pfhor cyborg contolling them. Thus he/it was not unique. In M2 we learn that the S'pht were being controlled by more powerful (?painful) machines. I guess the Pfhor learnt a lesson at Tau Ceti. :-)
The vile (?ugly) Pfhor slave us to more
powerful (?painful) machines, but we resist
them.
