Rechargers vs. Powerups

All this talk of TI has me thinking about the scenarios that I've loved & hated through the years. Maybe the mapmakers in the family can enlighten me on the subject of shield recharging.

I am curious as to what criteria mapmakers use to decide on the exclusive use on powerups vs. rechargers. Personally I always felt that the rechargers were one of the things that made Marathon what it was.

When I play a "powerup only" map it feels too much like Doom. Maps like these seem like they are trying to make me play through in a very exact way, not the kind of roaming, exploring, thinking gameplay that I associate with Marathon.

I would also think that making maps with powerups only is much easier, but having never made one I don't know.
