: what the enemy is saying. Cortana probably studied their language

Since the grunts and elite are completely different species, it makes sense that the grunts could learn English and the elites could not. (But in the real world, the elites are even better than the grunts for they do not only speak English, they also do it backwards and with a changed pitch!)
