I'm way too dumb to solve the whole thing, but I have a thought about the ACG dial which may help some of the better solvers. There are twenty different amino acids; each consist of a coding sequence of three nucleotides (which, you'll recall, are Adenine, Guanine, Cytosine, Thymine, and/or Uracil) -- the "map" for these twenty amino acids are commonly refered to as "the genetic code." (Bear with me).

Of those twenty, one of them follows the code of A(denine) in the first position, C(ytosine) in the second, and G(uanine) in the third. That amino acid is threonine.

Is this a pun on three-o-nine? Is this completely useless? I don't know.
