If the program you made is sold for money then after a number of downloads you have to give Unity a fee for the money you got and you would need a paid license.
Unity gave up on the idea of a fee for every time your program is installed.
I use free license and plan to make stuff for free.
There was also a security vulnerability a while ago, but I think Unity released a patch for older games, I updated the editor to a new patched version.
