Like Raven, I can't give any canonical answer, but my headcanon (that I once planned to put into fan fiction in a prequel to Eternal set in various alternate timelines on the Tau Ceti colony) is that the Jjaro were at Tau Ceti a long, long time ago, just because they were around all over the place a long time ago, and all that was left of them by the time of the first game was buried ruins. (Recovering technology from those ruins was the master plan that Strauss was pursuing until Durandal ruined it by calling the Pfhor).
