Jjaro Were At Tau Ceti

Hey, long time reader first-time poster. I was curious, has a dev confirmed that the now-famous hidden map text "Jjaro were at tau ceti" is canon? I know GK has said that there are numerous ideas and themes that were never written down but instead talked about frequently during development and he has forgotten some of those now, as well as saying there was a desire to keep things mysterious and sometimes vague. I ask because of the interesting story/lore implications of that.
Why were they there?
Did they anticipate that encounter would happen?
Why didn't they intervein?
Were they there to watch the SO and/or Durandal?
Etc.
