I thought that they had crackers in America too, but apparently they're in commonwealth countries only including the UK according to wikipedia. I didn't know that until I googled them to get the link below.

Basically they are a party favour sort of like a miniature pinata, with capgun tape in them that contain miniature gifts, paper crowns and the aforementioned bad jokes on a slip of card. Sometimes the cards have trivia on them as well as the jokes, sometimes a charade for you to play. You pull them open to get the gifts, snapping the tape and making the cracking noise where they get their name.

As for fortune cookies, yes, I think we do but it's very rare to find them in a chinese takeaway as they actually originated in America. My family had a chinese up at My Own Private Lh'owon in 2007 which was the only time I remember getting fortune cookies with the takeaway. I might have got them in a London restaurant in Chinatown a few years ago but I can't remember.
