Where is Fatum Iustum Stultorum?

Forgive me if this theory has been brought up before, I couldn't find it in a search... As I was replaying Marathon 2 recently, I was reminded of a bit of terminal dialogue that always bothered me on "Fatum Iustum Stultorum" - "The Pfhor down on the planet are not defeated yet."
I had always assumed that "Fatum Iustum Stultorum" was taking place on yet another part of Lh'owon, but if so, why would Durandal say "The Pfhor down on the planet" instead of something like "the rest of the Pfhor on the planet"? And on the previous level, Thoth does say of the S'pht'Kr "You must go to them."
So - could it be that we go directly to K'lia itself? After all, there are no windows or skyboxes to show us differently... (Though the Pfhor got there pretty darn fast, if so. XD )
