I think ultimately, because they could. The early descriptions of non-linear gameplay probably left them with their hands tied, and having their hands tied would have made it hard to finish the true non-linear-ness. Very hard to use a mouse like that.... Yes recognition of failure triggers a new timeline, as it did in Ne Cede Malis. However, our way out has changed. It was a Thoth-like terminal that got us into this mess in the first place, but now we get to leave via one from Tfear, having got to this level via one from ... whomever!! If it is meant to show us that we are gaining more control over what goes on with the time jumps, it doesn't work, as we the player are more confused than ever. It all has to do with this station though. Everything comes back to it, even if Ne Cede Malis is quite unlike the other station levels. This place holds the key to everything, and it does have something to do with Thoth. In failure, I think it is he, in some way at least, that sends us on our way again; and in success, it is his complete merger with Durandal that sets us free. But of course we can skip these levels entirely via direct failure in the dream - as to why that is, the answer can only lie in Hangar 96. Much like the meaning of 819, could that possibly simply be the word 'if'? I could have stopped it ... IF only I'd had more time? Much like UNLESS at the end of The Lorax, which by the way is fairly powerful to read as an adult. And yes, I agree with Hokuto on that line from Tfear - also as has been pointed out elsewhere, mentioned in Volunteers I think, the line "the shields are gone, not down, but gone", is another chilling one - this reality is well into the process of eating itself up.
