I don't know. The zero-byte file gets created by the operating system, so that doesn't prove that the script even ran. Are you sure Perl is installed and working? See here and here for info. If those tests succeed, try adding "perl" to your command line:
perl macbin2rsrc.pl < MacFile.bin > MacFile.resources
I've never used Perl on Windows, so if you need help getting things set up, the ActivePerl support forums are your best bet.
