Hopper's rsrc2mml.pl Utility

Since Hopper's Perl script utility rsrc2mml.pl (it extracts resource fork data like STRs from a Marathon application) does not understand MacBinary files, and the only way to move a Mac file over to a Windows machine while preserving the resource fork data is to .bin encode the file, then it seems this script (or his other scripts that work with files with resource fork data) will not usefully function on a Windows machine, or am I missing something here.
