If you watch Bobjam's video of this level (original game) you will see that the Hunter will jump down from the lower of the two ledges but not from the higher one (see 5:30 mins).

In the end (around 23 mins) he kills it by shorting it from down below.

This is also how I remember it. If you Vid this level you want these Hunters to come down because they are easier to kill in the open than in the corridors. But the Hunter in the higher corridor will not jump down. Certainly not while you are down in the room.

Just for the record I played the beta 2 and I'm getting the exact same behaviour as Bobjam did. The Hunter on the lower ledge jumps down but the higher one does not. I was able to hit the higher Hunter with magnum shots every time he came to the opening but he still wouldn't come down.
