In case you don't pick it up from the film, the 3X recharger becomes accessible after you step on a poly in the room to your left when you start. That room has a Hunter and leads into the lava room with the Jug. You just run in and run out, then back to the 3X which is now visible.
It's not very intuitive. It's just a nice surprise as you run around and suddenly find it there... and you go... huh? That wasn't there before.
