Making Map Guides

How would I create something like the map images on the Marathon Spoiler Guide?
I ask this because I want some good map images for when Tour of Duty gets to M2, but the maps on the Spoiler Guide for M2 are poor-quality. I'd prefer it if I could make better ones, which I could annotate myself.
