I've figured it out: shrapnel damage just isn't working, period. I accidentally ran head-long into an A-BoB on Habe Quiddam (yes, I played all the way to the next level in the Tour of Duty series in just a single day) and found that it did no damage. I'll have to test and see if the Hunters on Neither High Nor Low deal damage when they blow up, but I'm reasonably confident shrapnel damage is just missing.
