Perhaps. However, I'm not sure if it would be cloning or just creating new cells. With the knowledge we already have of the human genome today, I can bet the Pfhor in the 28th Century would have the ability to create new organisms by constructing a brand new genome based on that of an existing organism.

Of course, this makes us wonder, did the Pfhor always look like this:

Or did they change themselves at some point?

This could also explain the unusually wide variety of appearances for the Pfhor. I mean, after all, Enforcers look absolutely nothing like Fighters; they even have more eyes, a clear sign of a bodily difference, rather than just an armament difference. The Pfhor could construct a bunch of different organism types that, while closely related, all fill different roles in the Pfhor hierarchy.
