In all seriousness, I'd forgotten about Tycho stating that. I'm fairly certain WMaiD's story-editor Anthony (of BarbX fame) caught this phrase, and altered it to "the last [known] Jjaro outpost in the galaxy". They aren't on every galatic street corner, as much as Tycho might claim.
Like any 3rd party scenario, it boils down to modes of interpretation.
