So far as I'm aware, that hand at the end is your (the player character's) hand. I know that it doesn't look very human and certainly he'd be spotted in a second among a million other normal colonists as a cyborg, but the artistic license taken by Craig Mullins is vast and far reaching. I wouldn't think too much about it, but that is what this forum excels at.
The first example that comes to mind is the Citadel chapter screen, where there was a considerable controversy as to why exactly the S'pht were wearing cloaks like that millenia ago when they were clearly depicted as not wearing cloaks in a terminal graphic on Charon.
The text, on the other hand, is of course straight canon that we can't waltz around. I believe it's Durandal talking, and being informed otherwise would be a shock.
