you could google for Basilisk 2 (or II). it's a macos emulator for windows and i've heard about people being able to get it to work with forge and so on.
Then there is also a map editor called Obed which is for PC. I've heard it's not very good (plus it's shareware O_o) but i know about some people who have managed to do some good maps with it.
