No, no distinction from capitalization. And yes, of course they may not all technically be "born on board" anything but a planet, but "Bob" has come to mean much more than just Bob, and I seem to recall from somewhere that Bungie was calling them Bobs before they ever came up with the "Born on Board" explanation, so it really still fits to call the generic expendable human characters "Bobs".
