My grandmother bought me a size "Medium" T-shirt that has the Vespa scooter company logo on it while visiting Europe last month.
When I tried it on, it fit like a very tight medium, or man's size "Small" shirt.
I don't mind the tighter fitting shirt (actually, I now perfer tighter tops over baggy) - but my experience does support your hypothesis that North American sizes are just larger by design. If anything, most of the shirts ordered in the past two T-shirt runs were Large and X-Large - so maybe Canadians and Americans are overweight compared to our friends across the Atlantic.
The next Shirts I purchase for silkscreening I plan on posting the dimensions in Cm and Inches on the marathonshirts site.
