Hopefully, someone can remember who did the comics in that flashback, since I don't, but the entrance is off of the level Cool Fusion in M1A1. Originally, the only way to reach it was to play through Cool Fusion without picking up the fusion pistol - not something anyone would eve do unless they knew about it. I think this has been changed in the SE version, but I haven't played it yet.
