To quote the Scrapbook directly:

“These [referring to the cyborg tanks] were originally conceived as surgically-altered Bobs, an “enemy” the player might feel bad about killing [yeah right] ….”

Rob goes on to explain that these “radically surgically altered” bobs/cyborg tanks are the Pfhor’s own attempt at recreating something akin to you, so that they would have some hard guys of their own waiting for you when you got to Lh’owon.
