I believe the response extended the initial request from just artwork to any other copyrighted material that belongs to Bungie, as can be evidenced in that quoted phrase which mentions ALL of the Bungie material which could potentially be used.
Do you think that they will object to distribution of the container of the content when they have acknowledged that the content itself is OK? It's kinda like saying... "You're free to pass around the Coca Cola to your friends, as long as you tell them who made it, but nobody is allowed to use the bottle."
