I've always wondered what rhyme or reason went behind military rankings. I mean, to me, if I had my own ranked force of some sort, I'd just number what level they're at. You start out at first level, move up to second, third, etc... And if you're worried about different functions, just give people different classes and levels within them. You could be a 7th level fighter pilot and only a 3rd level ground trooper.
Personally, I'm a 5th level half-elven monk ;-)
