That "phantom zone" you referred to Mark is what I interpret as the area outside our universe. The barriers between the infrastructure of the universe and what lies beyond had to have been breached at some point by early Jjaro escape tests - possibly letting in chaos beings into our realm.
If the W'rks were accidentally let through in this way, [or forced their way in], the Jjaro would be forced to deal with them. Some were forced back out through the rifts or breaches into our universe - other simply had to be contained in heavy gravitational field constructs (stars, black holes, etc.)
The revision to the Joshua/Michael W'rks concepts Ian dreamed up were far more fitting than his original Joshua/Michael = Wr'kr from M2/Inf.
The sleeping God linkage to PiD is much more interesting.
