We could suppose that all W'rks are trapped in a single "place"- a sort of phantom zone or pocket universe. In certain times and places the barriers between that world and ours would wear thin, and the danger of some of them escaping would present itself, like what happened at Lh'owon in MI and in the Yucatan in Pathways.
